The Bay Area ranks third behind New York and Los Angeles in homelessness, according to homeless trends issued in a groundbreaking report by the Bay Area Council. New York with 76,500 homeless ranks first, followed by Los Angeles with 55,200, and the San Francisco Bay Area ranks third with 28,200.

These numbers are collected through biennial point-in-time (PIT) observations by volunteers and public employees. The report describes initiatives taking place throughout the Bay Area, county-by-county. Shelter along with temporary housing for the homeless seem to be a constant topic.
Oakland mayor Libby Schaaf and San Jose Mayor Sam Liccardo have pioneered the use of cabin communities and tiny homes to help keep homeless communities intact while providing shelter and services. San Francisco Mayor London Breed launched the Rising Up initiative to provide housing subsidies and job placement service to more than 500 young people experiencing homelessness.
The private sector has also been increasingly engaged. In 2018, Kaiser Permanente announced $200 million to fight homelessness nationwide, including $5.2 million acquisition of a 41-unit housing complex in East Oakland that will be rented to low-income families. Cisco has committed $50 million to build more housing , improve technological capacity and scale promising programs. The report was issued by the Bay Area Council Task Force on Homelessness.
