Fulton Project - Santa Rosa - California
The Fulton Promise Village - Rebuilding Futures, One Home at a Time
At the corner of Fulton Road and Airport Boulevard in Santa Rosa, California, beside Highway 101, a new vision for community housing is taking shape.
The Fulton Promise Village, a collaboration between Homes 4 the Homeless and the land owner, will transform a six-acre land donation into a vibrant, multi-phase village designed to restore stability, dignity, and opportunity.
The Fulton Village will include more than 130 modular homes consisting of E3 (204 sq. ft.) and V9 (408 sq. ft.) capsules, along with a shared community center to foster connection, job training, and self-sufficiency.
We will be building out sections in phases, each phase dedicated to different populations that are in need (veterans, seniors, low income).
Through partnerships with local agencies, residents will access Section 8 housing vouchers and supportive services that help them move from temporary shelter to long-term homeownership.
This project represents a bold shift: using housing vouchers not as a stopgap, but as a springboard to independence. With planning now underway, Homes 4 the Homeless is seeking community partners and donors to help bring this vision to life.
